Why do I keep getting a dial up connection dialog box when I use DSL?

I have broadband cable internet service w/Cox. I used to have dialup.

On occasion I will try to visit a web page and my dial up connection dialog box will pop up. Usually blank. If I close the box, either the page will not load or sometimes some parts of the page do not load. Internet Explorer will then revert to the Working Offline setting and I have to uncheck the Work Offline setting under the file menu in IE to continue browsing. Which does not make sense because I do not loose my broadband connection. If I click connect within the dialup connection box when it pops up, it will try to dial in through the modem. I may be wrong but it seems as though it may be the way some pages or ads etc are coded. Is this the case and/or is there a setting that I can change to correct/stop this box from popping up?

To resolve this issue, disabled services, and then start the services:

1 Click Start, right-click My Computer, and then click Manage

2 Double-click Services and Applications, and then double-click Services

3 Right-click Telephony, and then click Properties

4 On the General tab, click Manual next to Startup type

5 On the General tab, click Start under Service status, and then click OK

6 Repeat steps 3 - 5 for the Remote Access Connection Manager service and for the Remote Access Auto Connection Manager service.
